The York Housing Authority and CONE undertook a significant community-involved Master Planning effort in 2008 to explore the possibilities of redeveloping the area in the west end of York City around Codorus Homes, which was the first public housing development built in York in 1952. Recognizing there may be an opportunity to do more than simply replace units in-kind, a multi-phased revitalization strategy was adopted that involved acquiring additional land on the north side of West College Ave and a land swap with the City of York for the original Helen Thackston Park, which has now been relocated along the south bend of the Codorus Creek.
In Phase I of the Homes at Thackston Park, CONE constructed 39 new affordable housing units across West College Ave from Codorus Homes where the first 28 units (of 60 total) of public housing were demolished. Utilizing LIHTCs the 2-4 bedroom units were completed and placed in service in 2013.
In Phase II of the Homes at Thackston Park, the remaining public housing units were removed with 46 affordable units built in their place and an additional 4 units across the street on the site of Phase I to complete a build out of the streetscape. Units in Phase II consist of 1-5 bedroom units, available to households ranging from 20%—80% of area median income for York County, adjusted by household size. Phase II was awarded $1.5 million LIHTCs in 2020, completed and placed in service in 2024.

Village Court is a 60-unit townhome community completed in 2005 to meet the increasing demand for affordable rental housing for low- to moderate-income families (80% or less of area median income, adjusted by household size) in northern York County. Conveniently located off Carlisle Road/Route 74 in Weigelstown, Dover Township, the site is approximately 7 miles northwest of downtown York.
Village Court contains 43 two-bedroom units (approximately 1,080 sq ft each) and 17 three-bedroom units (ranging from 1,014 to 1,334 sq ft). All units have one and one-half baths and laundry facilities. The complex is comprised of 13 residential apartment buildings with either 4 or 6 units per structure. They are concrete block and wood frame structures with vinyl siding. There is ample parking for residents and visitors with 126 spaces. The 10.94-acre site has an outdoor play area and centrally located community building that houses the management office, restrooms, a maintenance area, and a spacious community room large enough for all residents to gather for meetings or community celebrations.

Waverly Court was co-developed by CONE with Lancaster-based Community Basics, Inc. in 2004 to provide affordable rental housing for families at 80% or less of area median income. The development is located in Springettsbury Township, north of East Market Street on Silver Spur Drive, near Stony Brook Elementary of Central York Schools.
Waverly Court consists of 46 townhome units for families, 34 of which have two (2) bedrooms (903 sq. feet) and 12 of which have three (3) bedrooms (1,195 sq. feet). Some townhomes are one story for families with a member of the household requiring physical accommodations. There is a large community room with on site management. Other amenities include one and one-half baths, off-street parking, 24 hour emergency maintenance, supportive services, and community room.
